They say they keep samples for 25 years; but they've also let it out that there is significant degradation at around 8 years. So knowing that, how will they get the biggest bang for the buck? Run everything they can when some one deep clades and dole it out like Halloween candy, as it is unlikely with the 25 year keep promise that someone will buy another kit if the samples are degrading at 8.
