The custom at the time was that the marriage would take place at the brides parish, the groom getting residential qualification by lodging in the parish or by the incumbent noting on the register. Occasionally you see a note such as sojourner indicating that there was no right of settlement. Marriages in this manner were usually by banns. If there was a potential just cause or impediment -under 21, consanguinity, settlement issues, then the marriage would be by licence issued by the Archdeacon. These licences could specify the parish in which the marriage was to take place. I have a suspicion that the Exeter Licences may have been lost in the Blitz. In this case the register should state by licence. I have also read that some Archdeacons would "promote" the use of the cathedral. Until Lord Hardwicks act there was a third route to marriage - a clandestine or irregular marriage. The most famous were Scottish "Gretna Green" style marriages and Fleet Prison marriages. It seems also that various clergy were willing to bend the rules. Gretna Green specialised in runaways and the Fleet no questions asked. It seems Exeter may offer the service.
