    3. Registration districts were based on the 'Unions' formed by the new Poor Law of 1834. They were districts each consisting of several parishes obliged to band together to build a collective workhouse, which was cheaper for all concerned. When registration came in presumably it was administratively easier to use the same set up geographically as was being used for the administration of the Poor Law. So no it doesn't mean the child was born in the union workhouse - all the Registration districts were unions.
