As already suggested I would think the most likely reason for the two surnames is illegitimacy. One would be the mother's maiden name and the other the name she took when she married. I have an example in my tree from Lapford, Devon. John Brewer was baptised 26 May 1816, illegitimate son of Ricord Brewer, a weaver. 8 Nov 1820 Richord Brewer married John Rounsefell and John Brewer took his step father's name from then on.
