    3. Hello, I've been looking at a couple of marriage licenses and was wondering whether when it states an age eg of '25 years and upwards' does that mean the person is actually 25 or is at least 25 at the time of marriage - hope the question makes sense!! Thanks Joan

    3. Hi again Joan - I've always taken it to mean "at least 25", as you also do, in the same way as "21 and upwards" means "at least 21/full age" - but I do wonder why age 25 was significant.
