    3. To all, I am researching the DE tax lists from 1780 - 1820 or so and would really like to have some authoritative background information about the tax regulations at the time. Does anyone know of a good source, or maybe there is someone on the list who can answer my basic questions, such as: 1. Which people were taxed? Was it all free, white males over 21? or maybe a different definition? 2. Was land ownership a requirement? 3. Were slaves taxed as property? The laws may have changed and evolved through the time period I'm interested in, too. Any help would be appreciated. Thank you, David Sapp
