It provides for a special tax and a commission to take charge of the work and make permanent improvements, so that the stream will be made thoroughly navigable. The commission is composed of Mayor JAMES T. THOMPSON, former senator FRANKLIN C. MAULL, GEORGE P. TUNNELL, CHARLES H. MAULL and GEORGE M. VICKERS.
