The Rockland course was placed at a disadvantage only from the fact that the Breakwater was closer. Pilot CHARLES CLAMPITT, a Lewes pilot, was largely instrumental in having the department adopt the course and will have charge of the test runs of the boats. The Ocean House has been made headquarters for Navy officers and officials of the building companies, and will be reserved for them when trials are made.
