The attention of Philadelphia merchants has been awakened by the republication in several of the leading commercial papers of that city of an article we gave a few issues since. There is reasonable prospect that the negotiations now being made will succed, and that the few hundred thousand dollars necessary to make an all season communication with the ocean will be subscribed by the Philadelphia capitalist.
