E. Conference: Article Text: Lewes, Del., March 24, 1898: The Wilmington Methodist Episcopal Conference spent a busy day today, chiefly in transacting routine business and hearing the reports of the ministers and the collections thay made during the year. The devotional service was conducted by REV. C. F. SHEAPPARD, and at its conclusion BISHOP NEWMAN called the conference to order and asked the ministers to transact business as repidly as possible. BISHOP NEWMAN made a short address on "Methods of Study". After the character of PRESIDING ELDER BARRETT , of the Wilmington District, had been passed he presented his report which showed there had been about 1200 conversions in his district during the year. Asbury Church, Wilmington, leading with 200 to its credit. There are thirty seven senior and twelve junior Epworth League chapters in the district, with a total membership of 2650 and seven Christian Endeavor Societies with a memberhip of 443. There are seventy three Sunday Schools, with 1583 teachers and 12,500 scholars. Seven churches were built at a total cost of $100,000 and two parsonages built at a cost of $4000 and improvements amounting to $60,000 made in church property. PRESIDING ELDER BARRETT'S report was the last to be presented and at its conclusion BISHOP NEWMAN said that all reports were the clearest and most concise he had ever heard. This remark was greeted with a loud outburst of applause. The characters of the ministers were then called. The relation of REV. E. H. HYNSON was changed from 'effective; to 'supernumerary' and the relation of REV. T. S. WILLIAMS from 'effective' to 'superannuated' . REVS. V. S. COLLINS, C.P.SWAIN, ADAM STEAHLE, T. E. MARTINDALE, W.L.S. MURRAY, C.T.WYATT, E.H.NELSON. P.H.RAWLINGS and C. M. PRETTYMAN, were elected trustees of the conference, to have charge of all its property. A resolution was offered and unanimously adopted protesting against the excursion that the officers of the new Queen Anne's Railroad announced will be run to this place next Sunday. Another resolution was adopted asking the company to withdraw the the proposed excursion. REV GEORGE W. KING , who was recently appointed to take charge of the church at Milford will resign and take the pastorate of a church at Worcester, Mass. which has been offered him. Resolutions were also adopted on the completion of twenty-five years in different posotions of secretary by the REV. J. B. RIGG. Mr Rigg was also presented with a testimonial in appreciation of his services. The captain expired in a few minutes after the infliction of the wound, however, "He lived just long enough to point out the cold blooded monster, ROBERT MORRIS, who had done the fatal deed and also pointed to the one named ANDERSON , who is supposed to have been an accomplice". On the 11th, CAPTAIN HILBORN discharged his pilot off Cape Henlopen on the Delaware. On the same day he was murdereed by his crew. The slip reads; The circumstances as far as thety have come to our knowledge are there; The mate and one crew had taken to pilot off the boat for the purpose of landing him. As they were returning, Capt. HILBORN ordered all hands from the forecastle to get up the anchor. He made repeated calls without any answer, he then stepped into the forecastle to learn the cause when he was mortally stabbed with a large knife or knives, and died before the mate reached the brig. The cook and a young lad were in the cabiin at the time from which this statement of facts was obtained. The brig 'Elizabeth', Capt. WESTNEY , then in sight, was hailed and with the assistance of her crew the murderers were secured and landed. What led to this bloody outrage we have not been able to learn. "Capt. TURLEY had fallen into a mistake in his reckoning, frequently, an unavoidable affair, and had imagined he was at least twenty miles to the eastward of his real situation. He 'cast the lead' but the result did not undeceive him for the sounding were about the same as he would have had if where he fancied he was. The anchorage ground or roadsted, is formed by a cove in the southern shore, directly west of the pitch of the cape and the seaward end of an extensive shoal called the 'Shears', the tail of which makes out from the shore about five miles up the bay near the mouth of the Broadkill creek, from whence it extends eastward and terminates at a point about two miles to the northward of the shore at the cape. The Breakwater consists of an insulated dike or wall of stone, the transversal section of which is a trapezium, the base resting on the bottom, whilst the summit line forms the top of the works. The outer sides represent the inner and outer slopes of the work, that to the eastward being much greater than the other. THe inward slope is 45 degrees , the top is horizontal, 22 feet in breadth, and raised 5-1/2 feet above the highest spring tide. The outward, or sea slope, is 39 feet in latitude upon a base of 105-3/4 feet. Both of these dimensions being measured in relation to a horizontal plane passage by a point 27 feet below the lowes spring tide. The base bears to the altitude near the same ratio as similar lines in the profiles of the Cherbourg and Plymouth breakwaters. The opening or entrance from the ocean is 650 yards in width between the north point of the Cape and the east end of the Breakwater. At this entrance the harbor will be accessible during all winds coming fr! om the sea. The dike is formed in a straight line from the E.S.E. to W.N.W. , 1200 yards is the length of this portion of the work, which is designed to serve the purposes of a breakwater. At a distance of 350 yards from the upper or western end of the breakwater, which space forms the upper entrance, a similar dike of 500 yards in length is projected in a driect line. W. by S 1/2 S. forming an angle of 146 degree 15 min with the breakwater. This work is designed more particularly as an icebraker. The whole length of the two dikes above described , which are now partly commenced, will be 1700 yards. They will contain, when finished, 900,000 cubic yards of stone, composed of pieces of basaltic rock and granite, weighing from a quarter of a ton to three tons and upwards. The depth of water at low tide is from four to six fathoms throughtout the harbor which will be formed by these works and the cove of the southern shore. This is calculated to afford a perfect shelter over a! space of water surface of seven tenths of a square mile. The great ob ject to be gained by the construction of an artificial harbor in the roadstead are to shelter vessels from the action of waves caused by the winds blowing from the E. to the N.W. round by the N. and also to protect the agaunst injuries arising from floating ice descending the bay from the N.W. On Monday morning last, the POICTIERS , BELVIDERE, schooner PAZ, and the smaller vessels composing the Delaware blockading squadron, left their anchorage a little above Lewes and appeared to be going to sea, but about seven miles below Lewes that came too and it was believed that their object was to get water from Newbolds pond. Col. Davis, on perceiving this, immediately sent off a detachment of 150 men to prevent them from landing. The detachment fortunately reached the pond before the English were able to land. The enemy thus being deprived of getting water, unless at the risk of fighting for it, gave up the intended enterprise and put off from the shore. The barges were hoisted on board the Poictiers and Belvidere and they immediately put to sea, supposed for Burmuda, for a supply of fresh water which they have long wanted. Immediately after this the buoys, which the enemy have lately placed in the Delaware, were taken up by our boats. In the course of the day the SPAR! TEN entered the Capes but luckily not before we had succeded in taking up the buoys The SPARTEN is said to be one of the most handsome vessels in the English navy. Should any one of our frigates peep into the Delaware we may confidentially expect to hear of her being taken. Sparten is accompanied only by one tender and a few barges. So that, for a few days at least, the people of the upper part of the bay may consider themselves safe from an attack. STOTSBURY, took a pilot twenty miles south of Cape Henlopen at six o'clock yesterday evening and will be up at Philadelphia this evening. She sailed from Liverpool on the 28th of November with a fine cargo and ninty-five passengers. When three days out she lost her propeller during a heavy gale and her machinery became useless. It was then determined to procceed on the voyage without the aid of steam and the noble ship has proved herself worthy of the confidence reposed in her sailing powers. WILLIAM MESSICK was struck again yesterday. Jusy a few days ago, JOHN M RICHARDSON, a Georgetown lawyer, was eating lunch in Messicks dinning room when lightning struck a large chandelier over the dinning table, tearing it down, but doing no harm to the man. Yesterday, lightning again singled the Messick house for its pranks. At the same time yesterday lightning struck the large barn belonging to ARTHUR MARSHALL near Lewes and it was burned with all its contents and some livestock.
