R. Phillips Arrested at Richmond by Agent of Railroad. Richmond, Va., April 4. - Charged technically with trespassing on property of the Richmond, Fredericksburg and Potomac Railroad, C. R. PHILLIPS was arrested at Broad Street Station today. According to agents of the railroad, he has been going through trains, examining baggage under pretense that he was a prohibition officers[sp.]. J. C. KENDALL and A. E. WILLIGHBY, both of Petersburg, volunteered to testify that they saw him tampering with handbags. Railroad officials said the company recently has had to pay several claims because of loss of baggage. ----- Complaint by the railroad administration against alleged improper methods employed by State officers in Virginia in enforcing prohibition laws has been referred by Attorney General Palmer to Assistant Attorney General FRIERSON.
