I feel certain settings are involved, Don. I do not use Outlook, I have only used Outlook Express, so someone familiar with Outlook 9 will have to help you. What AV program, firewall, trojan protection, etc., are you using on your computer? Have you talked to the techs at BellSouth who might well be able to help you, most servers support Outlook and should have the FAQs to walk you through problems.
