My 2 cents worth. I doubt if any universal rules apply to house numbers; I have heard dozens of different explanations on this list. I have personally found a similar situation to Mary's for a house in Nasedlovice, Moravia. The number that was given and used on that house before 1800 is the same number used today; ie , 2004! It may be a local custom to leave these numbers alone despite the fact that some have said on this list that the entire system was redone several times in history and that "old" numbers have no relationship to "new" numbers. I wrote to a resident of Nasedlovice inquiring about a family and a particular number and they replied that the house carries the same number today as it did then and the local Village Chronicler identified the family that lived there in the early 1800's as the same family I was looking for.
