I was looking in the local church cemetery for the graves of my ancestors and was told that each gravesite is "reused" about every 50 years. An adult is often buried in a relatives grave, and a new headstone erected. Families take care of the graves. Also, if a grave is unattended for 10 years, then it is allowed to be "reused".
