Sometimes it helps to keep the question with the possible answer. I think this started with a question about locating a passenger record that is not available through Ellis Island on-line records and whether some other on-line source might be better. As far as I know, all US Passenger Records are in the US National Archives and are available on microfilm. So basically the answer to the question is to use National Archive records, but for some reason this message never gets through. On the Czech Mail List web site there are links to the needed information: http://freepages.genealogy.rootsweb.com/~elainetmaddox/index.htm On the left menu there are two useful links called "US National Archives" and "US Passenger Records". The only way anyone can make a passenger record is that they have to transcribe a record that physically resides at the US Archives. All these secondary sources such as Baca's list, and Genealogy.com and the "Ship's Transcriber's Guild" have to use the primary source information. Any way, the easiest route to go (in my opinion) is to contact the US National Archives directly and ask them to locate the record and transcribe it for you. For a minimal fee, you will get a copy of the original manifest and a transcribed copy. Go to "Forms For Other Records" and get Form "NATF 81". Fill it out and if the record exists they will find it. If it does not exist, then the usual conclusion is that they entered by another means, usually illegally. They can jump off of boats carrying cargo, they can come through Canada or Mexico.
