I went to the County courthouse in St. Clairsville and found some vital records, also the library across the street and looked at films of the old newspapers. You might try writing to them and also to the health department which is in St. Clairsville also. I can't remember anything about a tornado, but there was some major flooding in one area of Belmont Co. about 2000, maybe that came on due to a tornado.
