Almost any bank can do it. I sent a bank draft in pesetas to the Military Archives in Spain by using my on-line account with Bank of America and it was fairly easy and low cost, but this was many years ago. The Post Office can also do it, but I think USPS International Money Orders are only issued in dollars, so this becomes a problem because they will charge a fee for the exchange to Euros at the other end and some places may not accept money orders in non-Euro currency.
