Start reading here: http://www.accessgenealogy.com/native/dawes.php Judy shows us how to find them if they were enrolled, what the criteria was for being enrolled, what records are available, and to top it all off she transcribed the whole Campbell's Abstracts to make it even easier. The Creek Jackets, unfortunately, do not all have everything from the enrollment card to all the paperwork and testimonies before the Commission, simply because the Creeks were the first ones done and the record-keeping was haphazard. They learned from that mistake so the Choctaw, Chickasaw and Cherokee jackets all contain more material overall. It seems that the files that have correspondence, etc. are mostly the rejected applicants that came later. This was the case with Leona Starke - she was unable to get herself, her brother, Sidney Lomax Sizemore, or her daughter, Cora, enrolled in the Creek Nation because they did not appear as Indian on the right census records and other documents required for citizenship in spite of any amount of testimony on their behalf and the fact that they were shown as Indian on some census records - just not the required ones.
