According to William A. Read in "Indian Place Names in Alabama" (ISBN 0-8173-0231-X), it was the name of a town on the creek of the same name in Talladega County that was an Upper Creek settlement. The creek was a tributary to Choccolocco Creek. The name is from the Creek. It means "people's dwelling place", from isti (people) and apoga (dwelling place).
