did you try finding his marriage certificate? death certificate? and mortuary info. on file? sometimes these things will list parents. Did he live to get social security? if so you can apply for the "original application" which asks that question also, HOYA is unusual among the tribes, I've never seen it but I have seen HARJO and HARO. My own line is HODO which I think is actually Dutch or German (not sure) but married into Creek lines, but I can not find the maiden name, marraiges, ect. for them. SO I have turned to looking for variants, and if HOYA is on any native census or lists I've missed it (entirely possible). it might help to post what other info.you have on your great great, such as where he lived and at waht ages, who he married, ect. Someone maybe able to assist you with more info.
