But in the case of the 1900 census it's clearly the daughter (or someone even more removed, e.g. a son-in-law or grandchild) who is responding, so that's the more probable source of error in this conflict between "Ohio" and "Pennsylvania". You say she died in 1887; at this late date it's quite possible there's a death certificate for her, which may include information about her parentage and more specifics about her place of birth.
