I don't know about the border moving? I have found my wifes'HARRINGTON's at the Ellis Is.site(NYC). DOA-3/OCT/1909 on the Baltic from Queenstown,Cork,Munster,Ireland. They gave there residence as Kenmare,Co Kerry! So up to that point I would beleive it was valid.
