Apparently because it's not a townland (which is why it doesn't show up in Sean Ruad's site). Presumably it's just a village or hamlet or an estate. It's at (65 77) in the excellent OS Map summary file that Bruce Andrews put together, which is the same coordinates as Sultan, and no other townlands are adjacent, so that does look like the containing townland.
