Outsiders are those who don't belong to the Roman Catholic Church. Not an Irish thing at all. It is from the Code of Canon Law which governs the Roman Catholic Church and its members. Members of the Church of Ireland, for example, would be considered 'outsiders' for example. I would suggest that if you knew where your now deceased relative lived it would be a good place to start. I found a living cousin whilst getting data from a headstone on a family plot.
