    2. FIRST INTERNATIONAL PHILLIPS OF NANCE CORNISH CLAN GATHERING Friday 19 April ~ Sunday 21 April 2013 Falmouth, Cornwall William PHILLIPS (b. Illogan 1779, d. Redruth 1884) and his wife Elizabeth WITHIELL (b. Perranzabuloe abt 1784, d. Redruth 1856) married 16 Feb 1809 in Perranzabuloe. He may have been the son of a William (I call The First) Phillips and wife Elizabeth VERRAN who had six children baptized in Illogan: our William, John, Jane, Henry, Thomas and Jennifer. [NB: Research has not been done on this family yet, and if you have info on them, please contact me!] The christening dates, between 1810 and 1825, for William (I call II ) and wife Elizabeth Withiell Phillips’ eight children are from the Illogan records: Elizabeth Betsy Withiell Phillips m. William HOSKING; William Withiel Phillips m. Anne Parkyn FRANCIS; Mary Ann Phillips (no further data after 1851); Hugh Phillips (my ancestor) m. 1st Elizabeth DONNITHORNE, 2nd Pee Priscilla Ellis LADNER; James Withiel Phillips m. Heather Ann HODGE; Nanny Phillips who may have married a James HARVEY or a Thomas HICKS; Robert Withiel Phillips m. Mary Pearson PLOMER; and Edith Withiel Phillips m. John Withiel THOMAS [NB: said to be a cousin, but we cannot find the tie-in. If you can help, please email.] Sometime around 1815, William and Elizabeth moved to the Nance Farm near Portreath, Cornwall, not far from Illogan, where they were yeoman farmers according to later census records. Apparently by the time the children were grown the family moved to Redruth (1841 England Census ) for retirement, and there the parents died and were buried in the St. Uny churchyard. Thanks to help from cousins, many researchers, computer records and guidance, I think, from our ancestors’ spirits, living descendants from my Hugh Phillips and six of his seven siblings have been discovered around the world. I have a fabulous letter written by Robert Withiel Phillips in 1880 from England to Mineral Point, Iowa Co., Wisconsin USA giving condolences to the family there upon the death of Hugh. In it, Robert describes their life at Nance when they were children. I will make this letter available later. Today, that grand manor house still exists and is currently a Bread and Breakfast! We will visit that ancient place on Saturday, 20 April, next year, to commune with the young spirits of our ancestors who were reared there. In 1899, it was written that the Nance farmhouse/manor was thought to have been built prior to the Reformation in the 1500s. There are extant paintings of Apostles on the walls and the building may have been an ecclesiastical site before Henry VIII kicked the Catholics out of England. Below is an outline descendant report of William [the first] Phillips and Elizabeth Withiell. Here you will find the surnames of 4 generations of Phillips descendants. If you are descended from one of these families, we hope you will attend our Cornish Clan Gathering in April, and please share this information with all your family. Pre-registration is required. He then read the following letter, addressed to Mr. E. Coode, jun., as chairman of the Constabulary Committee:. Grinden Hall, Atherstone, November 22nd, 1856. MY DEAR SIR - I observe that an adjourned sessions is to be held on the 26th instant, for the purpose of taking into consideration the report of the constabulary committee. As it will not be in my power to attend the sessions, I think it right, as a member of the committee, to express my general concurrence in the report. But I would suggest an increase in the number of mounted men, so as to give one to each petty sessional division. I think this for many reasons desirable, and I was (as I before wrote you) instructed by the magistrates of the petty sessional division in which I act, to suggest this to the committee.. The Chairman then said, this sessions had been called for the purpose of considering the report of the Constabulary Committee, in order that a report might be forwarded to the Secretary of State. [segment missing].Colonel CORYTON inquired if the sum of GBP 703.16s. estimated for clothing, in the committee's report, included the cost of boots. The Chairman replied that it did not.. The subject of the discussion then moved to the question of superintendents.. The first question considered was with regard to the Superintendents, of whom, in the committee’s scheme, five were proposed to be appointed at GBP 90 each per annum, and four at GBP 80, with GBP 30 each for keep of a horse. (These Superintendents would be assigned to a "district”" and would be expected to move about; the inspectors under them would remain in one place.) One of these Superintendents would act as "deputy" for the chief constable, should it be needed. The Rev. C.M.E. COLLINS held that the deputy should not handle the duties of the chief for more than three months after that vacancy was occasioned. . [Mr. Thomson would submit that there should be a first class superintendent, who would bring not only ability and experience to the discharge of his duties, but would be well qualified by judgment and energy to give the chief constable, under all circumstances, essential assistance to maintain the discipline, efficiency, and power of the force. He should also have a good knowledge of the law. To that first class superintendent he would propose they should give 100 guineas a year at least. With regard to the number of superintendents, he really doubted very much whether four out of the nine might not be dispensed with; for allowing three, including the first-class superintendent to the more populous divisions of the west - those of Kirrier and East Powder - the divisions in the east might surely be easily commanded by two superintendents. ]. Mr. Carew considered GBP 10 a year over the superintendents was not sufficient to mark the difference. Mr. Brune had no objection to move that the first-class superintendent should have GBP 150 per year. . [Mr. Rodd pointed out the Secretary of State's scale of pay guidelines specified a superintendent could receive not less than GBP 75, not to exceed GBP 150 per year; the number of superintendents could vary. Therefore, he recommended that only five be assigned, rather than the proposed nine.]. The Chairman stated that he felt they must define the numbers of inspectors or sergeants first, as the scheme would not work well "unless they had an efficient number of superior officers." The end

    3. Hi All I wondered if anyone had researched school records and could possibly tell me if they are available in the Cornwall Record Office at Truro please?? I ask for another family member and their interest is Newlyn Board school and Trewarveneth Street school Newlyn. Around 1910/11. Also has anyone found the 1911 census missing streets/roads? I have been trying to find a family who we are pretty sure should be in Trewarveneth Street Newlyn... they don't come up in the searches at all. So I tried an address search and I couldn't find Trewarveneth Street at all??
