If your personal homepage is hosted by another site (like rootsweb, or your ISP) putting a robots.txt file in your own directory will not work (according to the site). The other problem is that the robots.txt and META robot tags are voluntary. If KK is really indexing other sites and then charging people to see them through their frame, they probably don't respect anti-robot protocols anyway.
