Candi, Are you sure that the County Clerk is not allowing you to photocopy because of copyright restriction, which there certainly would not be in either situation as governmental records, or are they not allowing you to photocopy because both items are now available in another, more easily photocopied, format. It is not unusual in a situation where a document has been reformatted for the original to be closed to photocopying, if not viewing altogether, unless it is a very special situation. It sounds to me that that might be what is going on with both. If that is the case and you really need to use the original or copy from the original it may be to your benefit to put your request in writing to the head of the office.
