John Mastre`s neighbors in the Tallgrass subdivision are probably wondering if he is planning a barbecue party for Christmas. Mastre hasn`t brought in his patio umbrella and table for the winter, but that`s because his back yard furniture gives new meaning to the term ``functional.`` What appears to be a 7 1/2-foot umbrella on Mastre`s patio is really a television satellite dish. The disguise helped Mastre get approval from Bartlett, which prohibits satellite dishes larger than 6 feet in diameter without a special-use permit. Mastre installed his dish before he knew about the requirement, but village officials were enthusiastic when they saw photos of the equipment. The Village Board granted after-the-fact approval for the permit last week. ``From a distance, you`d never be able to tell it`s a satellite dish,``Mastre said. A California company markets the umbrella treatment as ``perfect for areas with zoning restrictions.`` The setup is ideal for Mastre, a sports fan who uses the dish to pull in network feeds of football, basketball, hockey and other sporting events. Joe Herreweyers, vice president of E&E Systems, the Wauconda firm that installed Mastre`s dish, said either expensive landscaping or the new dish is becoming necessary in a number of towns. Additional cost for the umbrella and accompanying patio table is about $1,000, he said. According to Herreweyers, proof that the disguise works occurred in a suburb, which he would not identify, where a customer balked at what he considered an unreasonable amount of municipal red tape-submitting plats of survey and attending several board meetings-and had one installed withoutpermission. ``It`s been up for six months, and nobody knows,`` Herreweyers said.
