Does someone have access to either the marriage certificates or and index that covers 1946 and 1947 for Cook county?? JL.

There isn't one. The state of Illinois has a law that puts a non-floating 75 year cap on marriage indexes--the last year available, I believe, is 1916. You just have to apply to Cook County Clerk for a search.
