When I was growing up it was the same--wash hair once a week--it always looked nice--our hot water thing was hooked to the back of our stove and it was a tank but not very big----we were only let put a few inches of hot water in the tub to bathe. I also loved to go to either set of grandparents they let us fill the tub and they had central heat and lots of hot water!!! Now the kids never think of how much hot water they use and take it as a given!! Most do not take baths but showers and use so much more water than we ever did.
