Charles Neubert was murdered on December 3, 1899. On the police report one of the questions had to do with whether or not this crime was Related to Prohibition? Does anyone know what that means? The 18th amendment (prohibition of alcohol) wasn't passed until almost 20 years later and I can't imagine that Prohibition Districts during the annexation period would rate their own question on a police questionaire.
