City directories were not public documents, they were privately prepared. I suspect that is part of the reason. Some are now available to purchase on CDs, think they should up on eBay and some of the sales lists. I think most have been filmed and are available in a Family History Center. I know much of my Chicago family information came from a wonderful man in Arizona who was searching the films for is family and while doing so also searched for mine.
