This has been a long, long uphill battle and I finally contacted my state representative and got it within a week.  This was a few years back.   Seems everytime I called there the girl was either helping the coronor (maybe she does autopsies on the side), she was sick, she has to go off site and it is dark and dreary and the boxes are heavy she needs help and on and on so I called my state rep.  It was a miracle had it within a week.   Diane
