Frank/Trevor, I believe Frank is correct, if I recall the Jimmy Stewart movie correctly. :-) However, all Illinois records prior to '72-'73 were housed in St. Louis. They had a fire that destroyed many records. Chances are not good that your relations's records are still there. However, you could check the NARA website to be sure at http://www.archives.gov/ Bill
There was a discussion about these records on another list recently. Apparently some records (or copies of records) were stored off-site and they are being sent to the archives as they are uncovered. Records have been found when government offices are closed or consolidated and old storage is evaluated. The advice given by the contributor on that list was to check back with the archives periodically. Something may turn up about your ancestor eventually.
