Keep in mind though that not all births, deaths or marriages were recorded. At least in Illinois, it was not required until 1916 to record these events. So, although there ARE certificates available from earlier years, not everyone is registered. And, when dealing with an index, there is always the possibility of human error. The name simply could have been missed and not indexed. Also, some of these indexes are not completed yet. Keep checking back and they may show up yet. I had an opportunity a couple/few years ago to speak with a supervisor at Cook County Vital Records who said their birth register request procedure was to check the index for dates and certificate numbers (a three year search), then check for the certificate (although a birth was recorded, there may not be a certificate) and lastly to check the actual birth register. I've found many, many births in the registers paid for and that CCVR had previously told me there was no record found. The registers are on film at the LDS Family History Centers. They are in chronological order and contain the same information that would have been on the birth certificate. It's not an easy search because of the hand written entries but, is well worth the effort.
