I think I just solved at least part of the mystery. At the website where I was looking at enumeration districts for Ward 14, there is a note on the very first district listed that says "Note: EDs 819-839 are not included in the Ancestry.com census images or the NARA film descriptions. These census images do exist and are included in NARA Roll T625-323 (part II)." So there is hope to find anyone in those EDs.
