On March 19, 2010, The Illinois House of Representatives passed a bill that purports to give all adopted adults access to their original birth certificates. On March 23, 2010, HB 5428 GOES TO THE SENATE, awaiting committee assignment. Under HB 5428, birth mothers will be allowed to file affidavits of denial - meaning that a birth mother can veto an adoptee's right to access his or her original birth certificate. THIS IS A DANGEROUS STEP TO TAKE. IT CREATES AND CODIFIES A NEW RIGHT THAT HAS NEVER BEFORE BEEN IN OUR ADOPTION ACT. 2. Allows the state to delete a variety of identifying information from official documents, depending upon a birth mother's response. We believe: HB 5428 needs to be amended in the Senate so that it would restore to ALL adoptees access to their original birth certificates, without any restrictions, such as prior parental approval.     3. Thanks to all who responded to my request for determining the secondary cause of death on a certificate. The deceased died from chronic interstitial nephritis - kidney failure. The contributory cause was cardiac decompensation - heart failure - but the second word was divided into two words by the clerk. I appreciate all the help.     3. As a note to all. I spotted this on the NARA website. They mentioned a website that I took as inferring a partner relationship with Footnote.com. You can browse for free the census records that they have online. Some census records show that they are only partially complete, but it looks like the complete sections are Chicago. The records are clean and crisp. You can print and download the images. (try downloading and then printing - it worked better for me) They also have many city directories, Chicago has 73 complete years. However, to see the city directory pages you need to subscribe. You can see these pages and everything else with a 7 day free subscription. $80 bucks a year or $11 per month thereafter. $11 sure beats traveling. I am not affiliated with them or anyone except my ancestors. Enjoy! Luke S.
