    3. My guess is that your Cook is from the minisink, where 3 states, PA NJ NY adjoin. The county in NJ would be Sussex, in PA it's Wayne & Pike then, and most records I know of up in there into the time period you're looking into would be DRC, Dutch Reformed Church - you'd be looking for christening, I think - but could be in any of the 3 states. In NY that's Orange County which expands by 1800 to eat up a big piece of Ulster Co. A look at a map shows how close the minisink also is to MD and DE over water. There is a rootsweb email list specifically for minisink researchers, don't miss it. I don't find census for Sussex Co until 1830. It's important to know that people crossed the river back & forth commonly whether for church, trade, or to escape indian raids earlier - there were ferries. Ports in the minisink area commonly had folks coming & going up & down the Atlantic coast. By 1850 census in Orange Co NY you can find people born TX or anywhere. I had NY folks leave there & cross VA into OH by 1818. familysearch.org has a file on him but doesn't give parents, only birth 21 Mar 1819, death 10 Feb 1886, married Helena Holmes Meyer Miller. I wonder if there might have been a Horatio Ross of the Continental Line in Essex County ... many children that time & place were given honorific names.
