I have used VLC forever on Windows and Linux, and I guess whatever you got was not VLC. To play a DVD you just put one in and it plays. There is an extensive menu system which includes the help. The menu system gives options to open other media types including network. If you didn't see any of that, you have not got VLC. Where did you download it?
