I believe that the toolbar disappeared on 2003. I know that I have not had it for many years and I am currently using 2003 on my desktop and 2007 on my laptop and Windows 7 machine. I have since discovered a freeware floating toolbar which docks to the side of my monitor is doing the job nicely. I hadn't realised how much I relied on the office tool bar until it disappeared!
