Personally, I don't think it is appropriate for them to be on the list unless they are a CC, Co-CC, or a Town CC. Then they should be required. They are not a voting member of the state. They would receive more benefit by subbing to a county mail list they were interested in. I don't see any point to them being subbed to the CC list.
