In 1860, when they were married, the people of Jefferson Territory (future Colorado) meet and declared a county called Jefferson where the future Boulder was to be. At the time they were part of Kansas and the U.S. Government never recognized that assembly. In February 1861 the Territory of Colorado was recognized ; and in September of 1861 the first recognized territorial assembly met and declared 17 counties, among them Boulder.
