If Joseph Ingram appeared in the newspaper (for obituary, marriage, anniversary celebrations, job promotions, etc.), he will probably be in their index file. I just spoke to a reference librarian there. She says that you are welcome to submit your question to them by e-mail. For three or less newspaper clippings, there is no charge. For more than three, they ask that you make a donation.
