(Billy) Milligan, retired Realtor and former city councilman, died early today at his home at 913 Sixth Ave. Here at the age of 70. He had been in failing health for the past three years. Mr. Milligan was born at Friendsville, Tenn., Aug. 11, 1894, spent his early life there and then moved to Cincinnati, Ohio, where he lived for five years. He came to Longmont 37 years ago and operated a shoe repair shop on Main Street for many years. After selling his shoe repair business he had a real estate office on Fourth Avenue until his retirement three years ago. He served on the Longmont City Council from April, 1939, through 1947. He had also been active in the I.O.O.F. until his health failed, was a past noble grand of the lodge and served as a trustee for 12 years. He is survived by his wife, Freda, of Longmont; five brothers, Riley Milligan of Dearborn, Mich., Archie Milligan of Friendsville, and Charlie, Edward and John Milligan of Red Bluff, Calif.; and three sisters, Mrs. Millie Drake of Friendsville, Mrs. Maye Horne of Dallas, Texas, and Mrs. Floyd Marsh of Toledo, Ohio. The funeral will be Saturday at 11 a.m. at Lewellen Funeral Home with the Rev. Kenneth Rice officiating and the I.O.O.F. Lodge taking part in the service. The body will be sent to Cincinnati, Ohio, for burial.
