In either case I could find myself entering an entire township based on the number of relatives I have in one locale! Therefore, I judge each on a case-by-case basis. As a data entry shortcut you could enter only the names of heads of household along with their page and line #'s. That would show everyone in the proper physical order on the report without adding all the details for neighbors. If you find that a person turns out to be related, at that point you can fill in the details and add the rest of the household members. It's a good idea to list these neighbors in your Clooz census forms. Even if they are not related their names may surface again as namesakes, godparents, witnesses to wills or marriages, sponsors of baptisms, etc. I have several obituaries in a scrapbook made by my great grandmother. One, for a woman named Julia, was a complete my! stery until I found her listed as a neighbor in the 1920 census.
