One note on the records at NARA. If he served in two different units, NARA would have two different service records which would need to be ordered separately. They did not start compiling service records for officers in the regular army until 1863. This regiment was part of Gen. Patterson's Army in the Shenandoah. Its short service included moving from Harrisburg to Chambersburg PA on 23 Apr 1861 with duty there til 8 Jun, then at Camp Williams 8-14 Jun; advance to Williamsport 14-16 Jun, skirmish with cavalry 23 Jun, occupation of Martinsburg 3 Jul, advance on Bunker Hill 15 Jul, at Keyes Ford 20 Jul, then back to Harrisburg and muster out. (Dyer's Compendium) Took some work but found him in the 7th PA Cav, this time as Scanlin. He joined on 4 Aug 1862 - one source says as 1st Lt, another as Capt, of Company M - and was discharged (resigned?) on 8 Apr 1863. The 7th Cav was already in the field - mustered in Dec 1861 - as part of Gen. Buell's Army of the Ohio. During S's stay with the regiment, Co. M was involved in scouting west and middle TN. Reunited with the rest of the regiment in Nov '62 at Nashville, it took part in the advance on Murfreesboro late Dec '62 and the Battle of Stone's River.
