Vickye, I dont know about all states, but here in Georgia the United Daughters of the Confederacy local chapters often place the traditional Confederate headstones,,,not the US Government, Its possiable that in the years following the war that the Georgia state government did this...but as for my wifes GGGrandfather who is buried not far from here,,,received one such stone to add to...not replace,,,his origional family bought stone. It was bought and placed by the local U.D.C.
