And, I'm wondering what Cosgrove's inspection would have to do with that. Any suggestions?>> The Emancipation Proclamation was issued on Sept 22, 1862 to take effect on Jan 1, 1863. Perhaps they were getting ready to take on the responsibility of freeing those slaves they came in contact with as stated in the EP: "And by virtue of the power and for the purpose aforesaid, I do order and declare that all persons held as slaves within said designated States and parts of States are, and henceforward shall be, free; and that the Executive Government of the United States, including the military and naval authorities thereof, will recognize and maintain the freedom of said persons. "The Emancipation Proclamation" never freed any slaves and ol lyin abe never intended for it to. It was simply a last ditch political move to keep England and France out of the war.
