    3. Kathy, He probably wasn't living in Blair County at that/those times. If you obtain his pension application file from the National Archives, you should find out where he was living when he filed for the pension. Or, go back and search the Ancestry.com index with his middle initial; that should tell you where (state) he was living when he filed.
