    2. apparently the number on the back of my father's birth certificate sounds like a court case number. All cases since 1954 are closed and only a judge can open them. So, now I need to get a judge to open what I think is a court case file. Nooo..You don't have to have a judge to open the file...whoever has the file can show it to you surely...it should be at the National Archives if it pertains to a case from 1904 or before...maybe even a little later...In this context, "case closed" means it's no longer up for debate, and you would have to go to court to get the case re-opened to make an attempt to change the outcome... If I have missed something here and am entirely misunderstanding, please forgive...
